This option is found on the "Advanced Options" tab in "WinHelp Compiler Options".

[Options]

Although Fast-Help manages the WinHelp Project file (.hpj file), you may want to add specific options to the Project [Options] section. This is only advised for very experienced html help authors. Whatever you add here will be appended to the [Options] section at compile time.

[Config]

Anything you add here will be appended at the end of the [Config] section during Compile.

[Files]

Anything you add here will be appended at the end of the [Files] section during Compile.

[Map]

Anything you add here will be appended at the end of the [Map] section during Compile.

[Alias]

Anything you add here will be appended at the end of the [Alias] section during Compile.

[Other]

This "catch-all" option allows you to add other sections if you want. Anything you add here will be appended at the end of the Project file during Compile.
